Brussels bureaucracy, some probably didn't expect a
majority with immediate consequences. Even many who voted
Remain In EU
also consider the Brussels bureaucracy overpaid, bloated,
forcing ever more regulations on us too fast, annoying almost
all members with their wide interference. Bloat worsened by
speaking every language in the EU, with costs of interpreters
& translators, delays & mis-understanding. Even
wasting a 1/4 of their time each month in Strasbourg. Many
citizens of the EU
outside the UK also think we need a looser Europe with
flexibility, moving slower together, not forced fast by
overpaid EU bureaucrats driving their own agenda of grand
visions.

property. (Except perhaps not a bad time for buyers with
Euros or dollars as pound is worth a lot less ).

courtesy of Brexit fears.
- Britain in 20 years might or not do better outside
EU, but short term next year or 2, UK will do worse, The
disaster of Brexit will take time to unfold. (When West
Germany damaged its economy acquiring East Germany, it
was a 20+ year long financial disaster (though benefited
NATO)).

31. In a series of cases beginning in 1961, the
Commission declared inadmissible, as manifestly ill-
founded , complaints about restrictions on voting rights
based on a residence criterion (see the Commission
decisions: X. and Others v. Belgium ; X. v. the United
Kingdom (11 December 1976) ; X. v. the United Kingdom (28
February 1979) ; X. v. the United Kingdom (13 May 1982) ;
Polacco and Garofalo v. Italy ; Luksch v. Germany ). 32.
The Court subsequently reiterated the compatibility y
with Article 3 of Protocol No. 1 of the residence
criterion . Such a restriction can be justified for a
number of reasons:
# first, the presumption that non -resident citizens are
less directly or less continuously concerned by their
country 's day -to-day problems and have less
knowledge of them ;
# second , the fact that candidates standing for
election to Parliament cannot

Just to clarify, the figures are a little unclear, as my hon.
Friend says. It looks as though about 2 Million may be
eligible to vote at the moment, and
another 3 Million or 4
Million on top of that might be enfranchised were we to get
rid of the 15-year
rule in due course
. However, as I suggested, all figures should be treated with
a degree of caution, because this is so uncertain.

After our meeting in March, a number of people had
questions about the 2016-06-23 Referendum and the
effect on UK citizens living in Munich and surrounding
areas. Paul Heardmann, who is the
Consul General in Munich, has kindly agreed
to a Q and A session on 9 May at 18:00 in the Pschorr
Brauhaus, Theresienhöhe.
He can talk about the British government's
position and about voting rights for expatriates in
general. Please bear in mind that his role in Germany and
Bavaria is to present the government's view and
to work for a solution that is good for the UK and its
citizens in Germany, whatever the outcome of the
(2016-06-23) Referendum
. I'm sure that he will convey any
concerns that back to London, but until the outcome of
the (2016-06-23)
Referendum , he will not be able to speculate
about any outcomes.
We had a good turnout for the last meeting and I'
ve booked a slightly larger room. The event is
free of charge - the restaurant will charge for food and
drink.
To give us some idea of numbers, please let us know
whether you would like to come.

Notes Of Meeting

counted & recalls maybe 30 or so, maybe more were
still arriving then. author
thinks Rob counted more later ?
- Vast majority by a show of hands (called by an
audience member on Faraday table) could Not vote, been
here too long, just a few could vote, about 4 or 5
maybe). Considerable resentment that we couldn't
vote.
- Most by far were edging toward retirement or retired,
only very few were near young ... (There are lot of young
British in Munich, not there though).
Several lawyers in audience, Various EPO, Faraday,
Berklix
etc
- Lots of concern to spread the word both in Munich
& back home. Postcard size green flyers handed out
promoting gov . uk / register - to
- vote
- Nearly all seemed in favour of UK remaining in
EU.

Consul was introduced. He's been in
Munich 4 years.

Consul spoke:
- Promoting staying in EU, following the government
line.
- Asked if he should play it neutrally with a civil
servant's straight bat, he did not feel the
need, & was happy to promote the government line:
Stay in EU.
- Soon-ish [date?]
Consul will be bound by purdah & must
then remain neutral.
- He gave a timetable of events (all verbal,
nothing written, stuff like when his purdah starts).
He said we have about a week to safely
apply to vote.
- He made no mention there's a great mass
of British throughout EU
seriously annoyed we're dis-franchised by
15 year rule;
- No mention of law
case to try to get us votes, until we
asked about case
, at which point 3 or more audience members
informed us.
- He knew by prior show of hands, how few of us
could vote, as dis-franchised by his employer the UK
government, but did Nothing to inform us to help
overturning the wholesale dis-franchising of us,
British citizens in Munich & Bavaria, (even
though if we were enfranchised, the vast majority was
inclined to vote per his government
instructors).
- Various members of audience seemed to think he
wasn't casting much light on various topics
he could have. A subset of those things were
generally realised to be unforeseeable, & as he
pointed out he's not on an expert on German
Nationality procedure of course. Perhaps he'
d be more forthcoming on trade, than our
voting franchise & personal rights interests, but
before the Chamber Of Commerce meeting he'll
be into purdah so can't speak there.
- A lot of concern about pensions, right to residence
& work, & variety of other topics.
- Some abstract discussion about some Vienna convention
on citizens retaining right in event of ...
- Some here (R.) are applying for German citizenship.
Can't have dual German & other citizenship
(said various people, but this author believes that is too
simplistic, there are minor exceptions, can't
remember, author
recalls Jews & 2 other categories ? A German
national (C.) told author
after, if eg mother German & ... but most have to
choose at 18 - however that's a matter of German
law, not British law, French, Polish law etc.). Can have
eg British & French dual.
- There's a law
case
going through the courts, re us not being able to vote.

showed to D. D told us all: result was/ would be today
(same day as our meeting) Little chance of appeal
succeeding.
- One can renounce British citizenship irrevocably if
one wants, but German constitution gives more protection
.
- EU treaty says 2 years if a country wants to leave.
When starting ? Not specified. D. thought it would take
far longer, & after 5 years UK might start to
negotiate to re-enter EU.

. want to meet on election night as the
results come in,
preferably with a live news feed. (It was
probably assumed TV would be nice, but a bar/ restaurant
beer garden with an accessible WLAN for eg an Android
tablet + a "Film on Live TV App"
might choke on limited bandwidth - might be better to
settle for an Android FM Radio App, or even just a high
quality conventional radio, any of which this author could bring)
.

Unknown how many will be blocked by the over 15 year lack of UK residence rule,

votes, claiming to represent a riven nation, that
denies its citizens abroad votes, & threatens

citizen rights in UK, thus imperiling UK citizen
rights in EU.)
- David mentioned, re. Government fumbling: it had been
British foreign policy for 500 years to split &
balance European forces. Britain has now managed the
opposite: To unite Europe against Britain.
- David volunteered he could contact authorities to
investigate citizen status issues if only
Consul would give him high level
introductions instead of currently working bottom up.
Consul ignored the offer.
- Ingrid said organisers of citizens impacted by Brexit
were self financing expenses, (particularly in Berlin), including expenses of
visiting government in UK. No offer of help from UK
government,
Consul more than ignored that request for
support, said they couldn't support political
parties. Ignored we're from all political
parties, this s apolitical, only thing in common is we'
re British, imperiled by Britain& deprived of
right to constituency MPs
to represent us.

breadth as well as certainly not the depth of our
problems, concerns, etc.

Is a
Consul any benefit to us ?
- This time (as last) nothing was learned, nothing
solved, nothing gained from the
Consul.
However, we did learn from each other, so is a
Consul merely useful as a PR catalyst, to
draw extra audience ?
- Is government purpose for
consular attendance, merely to be seen to
go through the motions, make an audience feel they'
ve been listened to, but do Nothing, Not
help, & provide Nothing ?
(Not pure cynicism: To consult trade
union representatives, with intent to do nothing
after, is a technique this author first observed in junior
management in his early 20s. - Repeats play less well
to large audiences of professionals ;-)

- Is a
Consul best a mere mouthpiece of a
floundering government of the day ?
- Or do Consuls etc as long term civil servants
bear a deeper duty to support citizens abroad who
find themselves suddenly assailed by a mass of
problems, (amazingly triggered not by foreign host
countries, but by British government
incompetence).
- Consuls etc as civil servants are NOT political
appointees to pander to politics of the day, unlike
eg USA ambassadors appointed by a president.
- When more stable British governments returns,
career reviews may not be so rosey for civil servants
that merely pandered to deposed politicians.
- Could Consuls help Ex pats with Brexit impacts ?
Many cynics say "Useless to us, just
interested in promoting trade."
Even such consuls would be foolish to refuse to warn
London: British "Soft Power" degrades as British Ex
Pats tell local foreign associates: Don'
t trust Britain! It stole our votes, scared
British they might lose health treatment, scared us
to apply for foreign citizenship; & scared
EU
citizens in UK too.

Many of us agreed the meeting was very good, &
Maria Noichl refreshingly open. I cant hope to
summarise her many points & answers, or many
questions & points from audience. If others
publish text I would gratefully link to it. A few
notes:
- Irish borders: EU
fears a smugglers back door UK to EU
- Amsterdam Hamburg Double

Copenhagen Criteria
- As it takes 10 years+ for new nations to
enter EU, a revised Article 50 could
benefit by addition of a 2nd leaving statement, a
confirmation with a time lapse of maybe 3/ 5/ 7
years from the 1st notice.
- European
Parliament is binary, will only get a
yes/no vote, the rest will come from the
council.

Others made many good points, then I added a few
approx. as below, followed by other people:
- EU should challenge usage of word "democracy"
that UK PM falsely asserted in her 2017-03-29
- Article 50. 3.7 Million
votes denied is Not democracy to European
standards.
- One could understand if some EU
MEPs might be tempted, to give UK citizens in
the EU
the same bad treatment UK will enforce on
EU
citizens in UK; to attempt to put pressure on
UK, but UK does not care British Abroad, happy to
abuse us, all they want is trade, so British
abroad are worthless as hostages to barter.
- EU should stay hard (as she says
European Parliament intends) &
not give UK a good deal, just a neutral deal. A
thieving lieing abusive UK government does not
deserve a good deal.
- UK govt. may hopefully yet break, esp. when
among issues eg N Ireland's border
problem re-surfaces.
- As the problems unfold, inc. eg later in
Ireland (EU want a border somewhere. DUP (May'
s crutch) objects between NI & GB.
Others don't want a border between N
& S Ireland to avoid more Troubles)
MPs may
increasingly break Theresa May & Jeremy
Corbin's whips, & vote issues on
conscience, not to suit party leader[s]
careers.

British in Europe, (3,700,000 globally), were
deprived of a right to vote in the [1st] Brexit
referendum
, as resident outside the UK over
15 years. My
savings, pension, family, media, politics all
remain British. Many others are similar.
No MPs represent
us, but we will be impacted more than Brits in the
UK. Governments of all parties have denied us
rights to vote. More than countries allow
citizens living abroad to vote. All in EU
do, except Britain & Eire.
95% of Brits I know in Munich have taken German
dual citizenship to protect themselves against the
existential threat of Brexit.
Please encourage fellow back bench MPs of all parties to vote
Brexit issues as non party issues. Reject the whips
of Both major party leader; Brits Abroad abhor both
equally for abusing Brexit for party political
advantage.
Please seize back control from the whips, &
vote your consciences !

Mr Corbin, their whips & parties.

In Munich too with an eclectic
mix: More Remainers (also annoyed at stolen votes) + 2 rare
(resident in the EU) Leavers (one of whom would
have voted Leave to scare the EU, though not
expecting a Leave majority, & one committed
Leaver who now doesn't believe Brexit
will happen (*), & some German spouses/
friends etc. All but 1 Brit Remainer & 1 Brit
Leaver had recently taken German dual nationality
to protect themselves against the UK leaving the
EU.
All but one (*) were not sure what
would happen. Below attempts to sketch a consensus
of probabilities:

- Some may propose a cascaded second
transferable preference vote, for if 1st
preference has too few votes. Most probably
that will be rejected.

Maybe debates if the 750,000 Brits resident in
Europe with no UK vote , should be finally
allowed a vote, or the 3,700,000 global
Brits with no vote, (perhaps suggesting the last
reading of Votes
For Life be brought forward).
Probably quickly discarded for lack of time,
especially as Brits abroad not already registered
with UK at which foreign addresses, No Time to
register, unless EU
extends, Expect Brits abroad to be
screwed again by Britain, the 2nd least
democratic country in Europe .
- Once Parliament
votes to authorise a specific Brexit
Referendum, EU
has said it could/ would allow an extension of 2 year deadline on
Article 50. Which UK would then
want.
- But EU
would have to persuade all 27 other member
states to agree. Maybe EU
would achieve a simple numeric deadline
extension, so long as all 28 avoid trying to
change other words & no new deal
shuffling.
- Referendum would then take
weeks. Some country not in Europe
once took just 1.5 weeks, (ref.
requested) - Electoral Commission
normally takes weeks to months, but they'
ve been gearing up ready in case.
- Referendum happens. Count is returned.
Probably more for Remain, as demographics have
changed, & some Brexiteers see Theresa May'
s deal as worse than Remain & some
other ex Brexiteers sees the nightmare chaos
looming.
- Commons
argues for a week or two on what the
referendum
means & to do

They'll probably decide to stay in
EU
(for now) as:
- Change of sentiment.
- Change of demographics, new
young voters, oldies dead.
- The deal's a mess, too late to

- EU can not refuse withdrawal, suggested by

Commons, PM
might warn EU
verbally, not in writing that UK may again want
to leave EU, but that next time round both sides
should allow more time to negotiate better,
considering that eg the
Canada deal took 7 years. & that
if a next time formal written notice would only
be issued to a 2 year deadline, after most
progress already negotiated.
- Maybe the old EU
idea of a 2 speed Europe might re-arise, &
UK & other EU
states might decide the outer ring suits UK
& some other states better.

- Quibbles: Various
specious quibbles may be raised why things
supposedly can't happen, but don'
t necessarily believe them, if push comes
to shove, the Commons
could force it.
Quibbles might include eg constitutional
assertions of impossibility; But if Parliament
finally decides to seize control there may be
numerous emergency points of order, Order of
business can change, parties could temporarily
re-align, PM & government could be
[temporarily] dumped for duration of the issue, A
quick referendum could be
forced even if not 100% accurate, Lords
& Queen
could be accelerated, etc.

irresponsible, allow themselves to continue
being party whipped, Not make it a matter of
conscience, & Not seize control from the

Who will form & be PM of a government of
national unity ?
Before chaos & civil insurrection precede hard
brexit by default,
bringing severe economic damage to the UK ?
Theresa May & Jeremy Corbin are both leavers
not competent to solve Brexit, the
most vital cross party issue of personal
conscience since the last war.
A national unity government is needed to:
- Revoke Article
50 , buying UK time.
- Arrange a new honest (*) referendum
- Re-issue article 50 to EU if UK Parliament
considers it appropriate, with more time to make
arrangements.
(*) Last Referendum
(of 2016-06-23):
- 1,900,000 were too young to vote, more will
be Remainers.
- 1,300,000 died since & elderly vote more
& mostly leavers.
- Criminal fines from electoral malpractice.
Lies.
- Media manipulation by Russia & mega rich
to avoid new EU tax directive forcing them to
paying UK more tax.
- Since over 2.5 years ago, opinions have
changed, as between elections too.
- Right to vote was denied to 3,700,000 British
voters globally.
- Right to vote was stolen from 750,000 British voters
in EU.

Consul's large meeting
look good to his boss: The foreign
government & mandarins in Whitehall
that abuse us, & deny us votes & MP
representation & soon MEP's
representation too.

host country Germany to ease residence
permit applications for Brits. (I hope
David & Ingrid's travel

invite, even after event), had brought 2
ladies from
Kreis Verwaltung Referat who
answered question in a friendly &
informed manner, but one spoke only German,
so endless translation to English, many
didn't need, on individual'

- Endless boring questions of detailed
personal circumstances, near all to
KVR ladies that would have been
better in private session to
KVR, not wasting the time of
hundreds in audience, & then repeated
in English
- Loads of people couldn't ask
questions. Many left early.
- I intercepted the lazy microphone
stroller to tell him quietly "Time for some
questions to _
Consul_, not just the other
two. I have a question for _
Consul_ !" He ignored it. He
failed to ask questioners what topics, to
assure variety.
- I had a quiet word with David on stage
"How about some Questions to
Consul!" David not interested.
All questions going to

Consul latched that (give
Consul his due there!).
- Just 2 people from floor raised non
personal-only problems (that I recall) of
wider non personal interest: Ingrid, then

Para 3 line 2 of Art. 50, that referendum
was democratic, & as MPs still are
un-informed & say it was full free
& fair, & as we asked the last
Consul to report this back to

The Meeting Was A Horrible Waste Of
Opportunity: - Much time was wasted on
personal cases of little relevance to many.

petition for European citizenship
to sign]. He wasn't
interested, said it could go in newsletter
later. Wrong! : Today & This week is
ideal to email
MPs! The EU petition needs
regular plugging, not least 'cos we
may no be eligible to sign it in 2.5 months
! - The petition to Queen could have been
considered/mentioned, that BiB have evaded for a

called for a discussion at the end, eg how
to influence UK decision makers. Not done.
- We could have publicised this list &
others too as a means of discussion to
supplement one way communication from
Consul & BiG
newsletter - We could have called for
suggestions from audience, beyond the mere

(that is better on an FAQ or individually).
- Could have discussed active measures eg

possible against Brexit, in light of eg

The Meeting Had No Effective
Chairmanship & Little General Benefit
Perhaps because BiG had not convened it
so David could not control it. Just a panel
discussion that will look good on the
Consul's report to FCO,
but was extremely inefficient of many
participants time, very many left early,
far worse than a panel discussion at a
trade show (which works better with numbers
limited to about 10% of last night).
BiG/BiB
should consider if its worth
continuing to bless
Consul's meetings with
their name. A year back, BiG/BiB might have drawn
more attendance because of
Consul presence. Now meetings
organised by
Consul largely waste time,
counter productive in that we don'
t control them, & they distract
while the clock ticks. We should be
spending some time fighting Brexit, not
just forever hearing the same old German
citizenship & permits

A big group of electors not interviewed by the
BBC
is British abroad
: British non resident in the UK for less
than 15 years can still vote, & will vote as they
know how Brexit will drastically impact British
resident in the EU more than British resident in the
UK & NI.
Please interview some British abroad
especially those whose vote has not yet been robbed
by the 15 year rule. Ask them which way & why
they will be voting. The "why" may include:
Mr Johnson s hard Brexit will
damage perhaps 1.5 ? million
British in the
EU who will lose rights to live &
work in the countries they are in, & lose
social security & health insurance
etc. Some will move back homeless to UK, loosing
friends & business contacts becoming extra
burdens on UK NHS & social security.
Some of the British in
Europe will be allowed to stay in EU,
if they successfully jump bureaucratic hurdles fast
enough. (In Germany, after 34 years, I got 3 months
notice, some towns in France apparently issue just
a few weeks notice).
Brexit has coerced many British
to take dual foreign nationality. After Brexit,
dual won't be possible in Germany, so
British
will be forced to renounce British citizenship to
obtain just foreign citizenship.

Europe, got NO vote in the 2016 Brexit Referendum
, & will get NO vote in this election,

countries allow citizens abroad to vote, but
Britain steals the right to vote after 15 years
abroad.

- No personaly exported cheddar from UK for
Brits in Europe. EU being bloody awkward.
- I've been in ridiculous Dover queues, but not

Kent emergency services, when Maidstone hospital access
was hit.
- The Irish question of where EU/UK border
should be, is still not solved, & was provoked by
Brexit. Look how tightening the EU/French border in Dover
even provoked Kent.

Would be useful if a few Hard Brexit proponents
were recalled & removed. ERG party within a
party have parasited the Conservative &
Unionist Party, to Break the UK from EU with a Hard
Brexit, that will trigger a Split Of The Union of the ex United
Kingdom of ` Great'
Britain , fracturing Ireland & Scotland &
maybe London,
with preceeding civil insurrection & economic
slump, & possibly Civil War later with splits
of the UK. The UK economy & pound will dive
when there are already too many other global
downward economic pressures.
Some newspapers (inc. Guardian) have done
articles on certain MPS, [perhaps or not now Ex]
Ministers, & spouses thereof who will make
massive fortunes if Brexit is forced. Regardless
how much pre-Brexit already damages British
economy, & how much more Hard Brexit will
damage Britain.
The MP's expenses scandal may be the tip
of an iceberg. Small fry caught, but bigger Brexit
fish swimming deeper. Additional income is
[probably incompletely] listed in
MP's register of financial interests

likely list massive potential future winnings for
themselves, spouses & cronies if Brexit is
forced through; & hardly likely to see mentions
of "You scratch my back ... & I' ll
give you a directorship later" type scenarios.
Who bought the opinions of the less intelligent
&/or uninformed that some MPs pander to? Who
pays to entertain & sway such MPs ? There'
s massive money for some to win forcing
Brexit. Worth it to some to liberally grease
wheels.

Media & Culture sub committee of House of
Commons looked into some involvements,
even Russian

Journalists could do more more "Follow the
Money" exposures, eg: Who paid for Cambridge Analytica '
s vote swaying? Who pays for newspaper
editorials & opinions bundled in news? Who got
fined by Electoral Commission
so far? Who funds
Farage & co. Whose investments
require Britain to leave the EU, even if Britain
has to crash out Hard?

- Dover is the biggest car port in UK, & major truck
route to EU.
- Since Brexit there's been interminable trade / border /
customs inspection disruptions from the European Union, with
EU adding a massive bureacratic inspection burden to French
border staff at Dover, & France often supplying
insufficient border staff, thus paralysing Kent traffic with
jams.
- (The French border post is in Dover as UK & France
swapped border posts long ago when Britain was in the EU
& trade inspections were minimal, it eased the flow,
avoiding ferry loads of vehicles queueing to exit the
docks.)
- As Dover harbour is a cliff with no land for parking,
when the French immigration at Dover block the harbour, since
Brexit, the UK blocks half the London Dover motorway,
converting it into a truck park: The exits from the motorway
sometimes overflow & the massive jam extends to bisect

Solution:

Brexit: Evict the French border from Dover back to
Calais.
- Calais has masses of concreted space on its dunes &
more space beyond. Move the traffic chaos the EU causes, from
the UK back to the EU The innocent stupid UK should not
tolerate damage from EU obduracy.
- The UK have less stringent trade restrictions, &
don't disrupt travel, but as Dover has just a cliff, the UK
should rent space in Calais to continue its UK border
post.
